What to check before hiring a custom home builder in Victoria

Five things to confirm with any firm, on this list or not, before you sign. The rules below are British Columbia's and Victoria's.

  1. Registration with WorkSafeBC

Ask the firm for a clearance letter from WorkSafeBC, which confirms it is registered for workers' compensation and its account is in good standing. The letter is free online and shows whether the firm is registered and paying its premiums; WorkSafeBC warns that a homeowner who hires an unregistered firm can be held liable for premiums owed on the work.

  2. Liability insurance

Ask for a certificate of insurance that names the firm and shows commercial general liability coverage in force for the dates of your job, and check that the subcontractors it brings in are covered too.

  3. The building permit from Victoria

Building permits for homes in Victoria come from the municipality the home is in: the City of Victoria, or Saanich, Oak Bay and the other capital region municipalities for homes outside the city, and a new house needs one before construction starts. Agree in writing who applies for the permit and books the inspections.

  4. A written contract

Get the scope of work, the payment schedule tied to stages of the work, start and finish dates, how changes are agreed and priced, and who handles permits and cleanup, all in one signed contract before any work starts.

  5. The new home warranty

A new house in British Columbia must be built by a residential builder licensed by BC Housing and enrolled in third-party 2-5-10 home warranty insurance: two years on defects in materials and labour, five years on the building envelope and ten years on the structure.

Custom home builders in Victoria: common questions

What is the difference between a custom home builder and a production builder?

A custom builder builds one home to your plans, on your lot or a lot you choose together. A production builder sells homes from a set range of plans in its own developments, with a fixed list of options and upgrades.

Does a new home come with a warranty?

In British Columbia, Alberta and Ontario, new homes must carry third-party home warranty coverage, and the builder registers each home before construction starts. Ask the builder which warranty provider covers its homes and what the coverage includes.

Should the builder or an architect design the house?

Either can work. Many custom builders offer design and build under one contract, with a designer or architect on their team. Others build to plans you bring from an independent architect. Ask to see finished homes built from both routes.

What should I ask a custom home builder before signing?

Ask to walk through homes it has finished and to speak with past clients, which warranty provider covers its homes, who will design the house, how changes are handled once building starts, and who applies for the permit and books the inspections.

How do I check that a contractor in Victoria is registered with WorkSafeBC?

Ask the firm for a clearance letter from WorkSafeBC. The letter is free online and shows whether the firm is registered and paying its premiums; WorkSafeBC warns that a homeowner who hires an unregistered firm can be held liable for premiums owed on the work.

Who issues building permits in Victoria?

Building permits for homes in Victoria come from the municipality the home is in: the City of Victoria, or Saanich, Oak Bay and the other capital region municipalities for homes outside the city. For custom home building, a new house needs one before construction starts. Many firms apply for the permit as part of the job, so agree who does it before you sign.
